Redefines "financially disadvantaged small community" under the Small Community Sewer Construction Assistance Act to include counties and special districts, in addition to municipalities.

Requires communities to have a population of 10,000 or fewer according to the latest decennial census and a per capita annual income less than the state per capita annual income to qualify for grant assistance.

Defines "special district" as entities with the same meaning provided in section 189.012 that provide water and sewer services, utility systems and services, or wastewater systems and services.

Maintains the department's authority to award grants to eligible communities for adequate sewer facility needs.

Effective date: July 1, 2016.
