Adds criminal penalties for retaliatory conduct under s. 83.64, making first violations a first-degree misdemeanor and subsequent violations a third-degree felony.

Adds criminal penalties for prohibited practices under s. 83.67 (utility shutoffs, lock changes, discrimination against servicemembers, flag display restrictions, removal of doors/locks/roof/walls/windows), making first violations a first-degree misdemeanor and subsequent violations a third-degree felony.

Effective date is October 1, 2016.
