Creates separate penalties for driving with a suspended license versus a canceled or revoked license, with suspended license violations applying only to non-habitual traffic offenders.

Establishes first conviction for driving with suspended license as a second-degree misdemeanor, and second or subsequent convictions as a first-degree misdemeanor.

Maintains existing penalties for driving with canceled or revoked license: first conviction as second-degree misdemeanor, second conviction as first-degree misdemeanor, and third or subsequent conviction as third-degree felony.

Defines knowledge requirement as satisfied by prior citation, admission, receipt of notice, or rebuttable presumption based on department records, with exception for suspensions due to unpaid traffic fines or financial responsibility violations.
