Defines "state employee" as employees of all state government branches and agencies holding salaried positions paid by state warrant or agency funds, working an average of at least 20 hours per week or paid for 8 months' employment, excluding those paid from other-personal-services funds.

Provides a 3 percent competitive pay adjustment increase for all eligible state employees effective July 1, 2016, calculated on the employee's June 30, 2016 base rate of pay.

Requires the Legislature to appropriate necessary funds to implement the pay adjustment.

Takes effect July 1, 2016.
