Requires school districts to adopt discipline matrices prohibiting exclusionary discipline for unexcused absences, dress code violations, and minor infractions; lists 12 serious behaviors (weapons, threats, sexual battery, homicide, etc.) that may result in exclusionary discipline and law enforcement referral.

Mandates school districts implement restorative justice practices, hire support staff (counselors, social workers) at recommended 250:1 student ratios, and conduct annual surveys on school safety and discipline.

Restricts school resource officers and school safety officers from arresting students only for violations constituting serious threats to school safety; prohibits arrests for petty acts of misconduct unless failure to arrest would endanger physical safety, with written documentation required.

Requires law enforcement agencies to enter cooperative agreements with school districts specifying officer training on child development, cultural diversity, restorative justice, and disability rights; establishes minimum qualifications for officer selection including no history of excessive force or racial bias.
