Deletes the requirement that one party to a marriage must be male and the other female, allowing same-sex marriage licenses to be issued by county court judges and circuit court clerks in Florida.

Removes the statutory definition limiting "marriage" to a legal union between one man and one woman and limiting "spouse" to members of such a union.

Maintains existing requirements that both parties provide identification information and social security numbers for child support enforcement purposes under the federal Personal Responsibility and Work Opportunity Reconciliation Act of 1996.

Becomes effective July 1, 2016.
