Requires each special district to operate an official website and post tentative budgets at least 2 days before the budget hearing and final adopted budgets within 30 days of adoption.

Mandates special districts publish online budget information allowing the public to view multiple years of data, review spending trends, download financial data, view various graphical and tabular formats, and compare revenue and expense trends simultaneously.

Creates section 189.0695 making independent special districts that regulate transit or transportation services subject to the Administrative Procedure Act (chapter 120).

Amends the definition of "agency" in section 120.52 to include independent special districts that regulate transit or transportation services.

Takes effect July 1, 2016.
