Creates section 335.085 of Florida Statutes, titled "Chloe's Law," requiring the Department of Transportation to install roadside barriers at water bodies adjacent to state roads by June 30, 2018.

Barriers must be installed at locations where a death due to drowning resulted from a motor vehicle accident with a vehicle departing the state road between July 1, 2006, and July 1, 2016.

Exempts locations where the department's chief engineer determines that barrier installation would increase risk of injury to motorists based on engineering principles.

Requires the Department of Transportation to review all drowning deaths from motor vehicle accidents on state roads during July 1, 2006 to July 1, 2016 using data from the Department of Highway Safety and Motor Vehicles.

Department must submit a report to the President of the Senate and Speaker of the House by January 3, 2017 with recommendations for changes to state laws and department rules to enhance traffic safety.
