Requires the Division of Bond Finance to review allocation of private activity bonds to identify additional funding availability for water and wastewater infrastructure projects

Exempts from Public Service Commission regulation any person who resells water service to tenants or metered residents at actual purchase cost plus up to 9 percent for meter reading and billing expenses

Authorizes the PSC to allow utilities to create reserve funds for infrastructure repair and replacement of aging distribution and collection systems, funded through rates, escrow accounts, or letters of credit

Expands the list of expense items that can trigger automatic utility rate adjustments without hearings, including electric power costs, ad valorem taxes, DEP fees, water quality testing, biosolids disposal, tank inspections, operator license fees, and permit fees

Prohibits utilities from earning a return on unamortized rate case expenses and requires rate case expense recovery to be spread over 4 years unless a longer period is justified in the public interest

Allows the Department of Environmental Protection to make loans and grants from the Drinking Water Revolving Loan Fund to for-profit, privately owned, and investor-owned water systems, removing previous restrictions limiting such systems to consolidation projects only
