Establishes a statewide database of conservation lands with public access information, available online by July 1, 2017, including a mobile app to locate state lands for recreational use.

Creates the "Florida Springs and Aquifer Protection Act" establishing minimum flows and minimum water levels for Outstanding Florida Springs by July 1, 2017, with concurrent recovery or prevention strategies for springs below adopted minimums.

Requires water management districts in restricted allocation areas (Central Florida, Lower East Coast, Southern Water Use Caution, Upper East Coast) to implement one pilot alternative water supply project and report on effectiveness by July 1, 2020.

Mandates basin management action plans for Outstanding Florida Springs with nutrient total maximum daily loads, including onsite sewage treatment remediation plans where systems contribute at least 20 percent of nitrogen pollution, and requires local governments to adopt urban fertilizer ordinances by July 1, 2017.

Establishes reporting requirements for water quality, water quantity, and conservation land assessments; creates web-based interactive maps tracking watersheds, water bodies, minimum flows, and water resource development projects; and requires annual progress reports on total maximum daily loads and minimum flow implementations.
