Establishes the Florida Council on Poverty as an advisory council within the Department of Economic Opportunity, consisting of five Florida resident members appointed by the Governor, Chief Financial Officer, Commissioner of Agriculture, President of the Senate, and Speaker of the House

Requires the council to hold its first meeting by August 1, 2016, and meet at least twice annually thereafter, with three members constituting a quorum for official action

Directs the council to review poverty-reduction policies and programs, develop strategies to address causes of poverty, and study academic outcomes for children in poverty

Mandates annual reports to the Governor and Legislature beginning January 15, 2018, containing activity summaries and recommendations for legislative, administrative, and regulatory reforms

Members serve without compensation but may receive per diem and travel expense reimbursement; council terminates July 1, 2019
