Requires salvage motor vehicle dealers to maintain electronic records of all salvaged or wrecked vehicle sales, including vehicle identification numbers and names and addresses of purchasers and sellers.

Mandates dealers obtain and retain copies of purchaser government-issued identification (driver license, passport, or equivalent) for 2 years.

Requires dealers to obtain documented proof that purchasers are licensed or authorized to purchase salvage vehicles in their jurisdiction, or obtain a signed declaration under penalty of perjury for purchasers in jurisdictions without such licensing.

Mandates the Department of Highway Safety and Motor Vehicles contract within 12 months after July 1, 2016, with a National Motor Vehicle Title Information System-approved entity to develop a statewide database for monthly submission of dealer sales information.

Requires the department to make submitted information available to state and local law enforcement agencies upon request and authorizes rulemaking to facilitate the reporting process.
