Urges the U.S. Congress to recognize May as "Haitian Heritage Month" to honor the Haitian and Haitian-American communities.

Recognizes the contributions of Haitian Americans as educators, authors, community leaders, activists, athletes, artists, musicians, and politicians across all sectors of society.

Notes that approximately 1.5 million persons of Haitian descent live throughout the United States.

References resolutions proposed by Congresswoman Frederica S. Wilson and Congressman Kendrick B. Meek supporting this designation.

Directs copies of the memorial to be sent to the President of the United States, President of the Senate, Speaker of the House, and all members of the Florida congressional delegation.
