Increases the maximum number of dormitory beds that certain Florida College System institutions can construct from 100 to 300 beds for students.

Limits dormitory financing by prohibiting the use of state funds and tuition and fee revenues for construction, debt service payments, maintenance, or operation of such dormitories.

Prohibits dormitory beds constructed after July 1, 2016, from being financed through bond issuance.

Applies only to Florida College System campuses within municipalities designated as areas of critical state concern that have building permit allocation systems limiting annual growth.

Requires dormitories to comply with existing height limits of 45 feet, comprehensive plans, and maintain hurricane evacuation plans with 48-hour advance evacuation procedures.
