Creates a matching grant program administered by the Division of Emergency Management providing up to $50 million annually to local governments for flood risk reduction policies and projects, with administrative costs capped at 8 percent.

Establishes application ranking criteria prioritizing projects that improve National Flood Insurance Program Community Rating System scores, acquire flood-prone property for open space conversion, protect structures from frequent flooding, and exceed dollar-for-dollar matching fund thresholds.

Authorizes the Florida Communities Trust to undertake flood mitigation projects and acquire property to reduce flood hazards, with specific requirements that acquired lands be maintained for flood mitigation or conservation purposes.

Allows the Division of Emergency Management to contract with third parties to maintain a centralized database of elevation certificates accessible to the public.

Extends the date for insurers to use existing statutory rate standards for flood coverage from October 1, 2019 to October 1, 2025, and extends the date for surplus lines agents to export flood coverage contracts without seeking three authorized insurers from July 1, 2017 to July 1, 2025.
