Establishes eight specific factors courts must consider when determining if transferring custody to prospective adoptive parents serves the child's best interests, including permanency, bonded relationships with current caregivers, sibling relationships, and the child's preferences

Mandates written notice to biological parents at arraignment hearings, case plan approval, and when permanency goals change to adoption, informing them of their right to participate in a private adoption plan
