Creates Part XVII of Chapter 468, Florida Statutes, establishing licensure requirements for professional art therapists and clinical art therapists under the Division of Medical Quality Assurance within the Department of Health

Establishes an Advisory Council of Professional Art Therapists consisting of five members appointed to 3-year terms to advise on licensure procedures, evaluate applicant qualifications, and review complaints

Requires professional art therapist licensure applicants to hold a master's degree from an accredited art therapy program, complete at least 3 years (3,000 hours) of supervised experience, and pass the Art Therapy Credentials Board Examination

Provides a grandparenting provision allowing board-certified art therapists with at least 5 years of experience to obtain licensure before July 1, 2018 without meeting standard requirements

Adds art therapy to specialized instructional services available for children with disabilities in prekindergarten programs and authorizes licensed professional art therapists to provide services in public schools as private instructional personnel
