Creates section 627.70133 of Florida Statutes to regulate post-loss assignment or transfer of property insurance rights not related to liability coverage to third parties.

Requires valid assignment agreements to authorize payees only for services and materials to repair covered damage, be provided to the insurer within 3 business days, contain cost estimates, and include a specific 14-point warning notice.

Allows insured to cancel agreements in writing within 3 business days of execution or insurer notification (whichever is later), or 5 business days if work results from a gubernatorial emergency declaration within 1 year.

Voids agreements that impose cancellation or processing fees, exceed estimated costs without authorization, assign payment enforcement rights, prevent insurer communication, or transfer claim adjustment authority to unauthorized persons.

Does not apply to powers of attorney granted to management companies, family members, guardians, or similar persons that comply with chapter 709; applies to assignments executed after the effective date.
