Creates section 255.0992 of Florida Statutes to prohibit the state and political subdivisions from imposing restrictive conditions on contractors, subcontractors, and material suppliers engaged in public works projects.

Prohibits requiring contractors to pay predetermined wage rates, provide specified employee benefits, control staffing levels, or recruit employees from designated sources for construction, maintenance, repair, or improvement of public works.

Prohibits restricting any qualified, licensed, or certified contractor, subcontractor, or material supplier from submitting bids on public works projects based on their ability to perform the work.

Defines "political subdivision" to include counties, municipalities, school districts, water management districts, and other public agencies authorized to expend public funds for public works projects.

Takes effect July 1, 2016.
