Urges the U.S. Congress to annually recognize January 1 as "Haitian Independence Day," May 18 as "Haitian Flag Day," and the month of May as "Haitian Heritage Month"

Commemorates Haiti's 1804 independence from France, making it the first nation created from a successful slave rebellion and the first post-colonial independent nation led by blacks

Honors the Haitian flag's origins from 1803 when General Jean-Jacques Dessalines removed the white from the French tricolor, leaving blue (representing former African slaves) and red (representing people of mixed ancestry)

Recognizes the estimated 1.5 million persons of Haitian descent residing in the United States and their contributions to American society as educators, athletes, artists, and leaders

Directs copies of the memorial to be sent to the President, U.S. Senate President, Speaker of the House, and all Florida members of Congress
