Establishes mental health court programs allowing courts to process defendants with mental illness through treatment-focused services tailored to individual needs, with participation voluntary for pretrial programs and court-ordered as a condition of probation or community control for postadjudicatory programs.

Creates the Forensic Hospital Diversion Pilot Program in Duval, Broward, Miami-Dade, and Okaloosa counties to provide competency restoration and community reintegration services as alternatives to state forensic mental health facilities for eligible offenders with mental health or substance use disorders.

Expands eligibility for military veterans and servicemembers court programs to include those with general discharges and creates mental health probation as specialized supervision emphasizing mental health treatment with restricted caseloads.

Authorizes pretrial and postadjudicatory mental health court programs for juveniles charged with misdemeanors or nonviolent felonies, with successful completion resulting in charge dismissal and potential expungement of criminal records.

Amends definitions and procedures for involuntary outpatient placement to clarify jurisdiction between circuit courts and criminal county courts and requires mental health assessments and treatment participation in dependency cases.
