Defines "hospital district" as a special district whose governing body oversees a facility licensed under chapter 395, Florida Statutes.

Requires each hospital district with taxing authority to place a reauthorization ballot question before electors every 10 years, with the first required by July 1, 2016.

Reauthorization ballot must specify a proposed tax rate not to exceed 2 mills and state that proceeds fund indigent care for district residents.

Terminates a hospital district's taxing authority effective July 1 following the general election if the reauthorization ballot is not approved by a majority of electors.

Prohibits hospital districts from levying property taxes without prior approval of a majority of district electors voting in a referendum under this act.
