Removes cannabis from Schedule I controlled substances in Florida law, eliminating criminal penalties for cannabis possession, delivery, and trafficking.

Deletes cannabis-specific criminal statutes including provisions for cannabis delivery without consideration, cannabis possession of any amount, and cannabis trafficking with mandatory minimum sentences (previously 3-15 years for quantities exceeding 25 pounds).

Removes cannabis from drug paraphernalia regulations and eliminates references to cannabis in controlled substance definitions across multiple Florida statutes (sections 456.0635, 772.12, 856.015, 893.02, 893.055, and others).

Restructures drug offense severity rankings in the Criminal Punishment Code to remove cannabis-related felony offenses while maintaining penalties for other Schedule I and controlled substances.

Updates references to controlled substance definitions throughout Florida law to reflect removal of cannabis from s. 893.02(4) to s. 893.02(3).
