Applies to Congress under Article V of the U.S. Constitution to call a convention for proposing an amendment limiting the number of terms for U.S. House Representatives and U.S. Senators.

References Florida voters' 1992 approval of congressional term limits (76% support) and the 1995 Supreme Court ruling in U.S. Term Limits, Inc. v. Thornton that invalidated state-imposed term limits.

Specifies this application is a continuing application that will aggregate with other states' applications on the same subject to achieve the two-thirds majority required under Article V.

Voids the application retroactively if used to call a convention with any agenda other than congressional term limits for the House and Senate.

Does not revoke Senate Memorial 476 from the 2014 Legislature but constitutes a separate, independent application on congressional term limits.
