Requires mandatory minimum 3-year prison sentence for selling, manufacturing, or delivering certain controlled substances (Schedule I and II drugs) in a dwelling.

Creates new offense of "trafficking in synthetic drugs" for possessing 250 grams or more of specified synthetic substances, with mandatory sentences ranging from 3 years ($25,000 fine) for 250-500 grams up to 25 years ($750,000 fine) for 30+ kilograms.

Establishes capital felony charges for trafficking 30+ kilograms of synthetic drugs if death results, or for importing 60+ kilograms knowing death would probably result, both punishable by life imprisonment or death.

Adds synthetic drug trafficking offenses to the Criminal Punishment Code severity ranking chart at various felony levels based on quantity thresholds.

Takes effect October 1, 2016.
