Proposes constitutional amendment to Article VIII, Section 1 removing authority for counties to select certain officers through means other than direct election by voters.

Eliminates provisions allowing county charters or special laws to abolish county offices when duties are transferred to another officer.

Requires that sheriff, tax collector, property appraiser, supervisor of elections, and clerk of the circuit court be elected by county voters for four-year terms.

Removes authority for county charters to transfer ex officio duties of the clerk of the circuit court (including roles as clerk of board of county commissioners, auditor, recorder, and custodian of county funds) to another officer.

Amendment requires approval by Florida voters at next general election or earlier special election authorized by law.
