Creates section 408.0641, F.S. to establish a public records exemption for identifying information in compassionate and palliative care plans filed with the Agency for Health Care Administration (AHCA) clearinghouse.

Declares information in the clearinghouse confidential and exempt from public records disclosure under Florida's Sunshine Law and State Constitution.

Authorizes AHCA or its designee to disclose exempt information to physicians, patients, legal guardians, designated health care surrogates, and health care facilities that certify the information is necessary for medical treatment.

Requires the agency to use a verification process to ensure legitimacy of requests and requestor identity before disclosing information.

Subjects the exemption to the Open Government Sunset Review Act and repeals it on October 2, 2021, unless the Legislature reenacts it.
