Expands acceptable identification for voter registration applicants to include veteran health identification cards issued by the U.S. Department of Veterans Affairs, licenses to carry concealed weapons or firearms, and government-issued employee identification cards.

Expands acceptable photo identification at polling places and early voting sites to include the same three new forms of identification listed above.

Updates absentee ballot instructions to include the newly approved identification forms as acceptable copies for submission with absentee ballot affidavits.

Updates special absentee ballot instructions for first-time voters to reflect the expanded list of acceptable identification forms.

Takes effect upon becoming law.
