SB 672 Summary

• Creates the Florida Postsecondary Comprehensive Transition Program and Florida Center for Students with Unique Abilities at the University of Central Florida to provide postsecondary education and employment opportunities for students with intellectual disabilities ages 18-26, with eligible institutions receiving up to $300,000 annually in start-up and enhancement grants.

• Establishes the Florida Postsecondary Comprehensive Transition Program Scholarship providing $7,000 annually (2016-2017) to eligible students with intellectual disabilities enrolled in approved programs at state universities, Florida College System institutions, and eligible independent colleges.

• Renames the "Florida Personal Learning Scholarship Account Program" to the "Gardiner Scholarship Program" and expands eligibility to include 3-4 year-old children with disabilities, adds new authorized uses of funds including tutoring and summer programs, and allows parents to receive funds before eligibility confirmation upon submission of verification documents.

• Creates the Standard Student Attire Incentive Program providing school districts and charter schools with at least $10 per student in kindergarten through grade 8 for implementing mandatory school uniform policies, with $14 million in appropriations for 2016-2017.

• Appropriates $71.2 million for Gardiner Scholarships, $14 million for Standard Student Attire incentive payments, and $8 million for the Postsecondary Comprehensive Transition Program in fiscal year 2016-2017.
