Expands public school choice options to include CAPE digital tools, CAPE industry certifications, and collegiate high school programs, and adds Florida Personal Learning Scholarship Accounts Program for students with qualifying disabilities.

Requires district school boards and charter schools to allow controlled open enrollment statewide for students not subject to expulsion or suspension, with districts reporting enrolled students for funding purposes and permitted to provide transportation at their discretion.

Prohibits school districts from delaying or preventing transfer students participating in controlled open enrollment from immediately participating in interscholastic and intrascholastic extracurricular activities.

Establishes penalties for athletic recruiting violations including forfeiture of competitions, $5,000 pay forfeiture for first offenses by school employees, 12-month coaching suspension for second offenses, and 3-year educator certificate revocation for third offenses by certified staff.

Allows private schools to maintain full FHSAA membership or join by sport without discouragement from other athletic associations, and authorizes public schools to apply for consideration to join other athletic associations; changes ineligibility standard from clear and convincing evidence to preponderance of the evidence.
