Creates two new specialty license plates: "Support Special Needs Kids" and "America the Beautiful," each with a $25 annual use fee

Support Special Needs Kids plate proceeds go to the Dan Marino Foundation, Inc. to fund scholarships, job placement assistance, and programs for Floridians with developmental and intellectual disabilities

America the Beautiful plate proceeds go to the America the Beautiful Fund for military family support, educational scholarships, children and family self-sufficiency programs, and land and wildlife conservation

Revises distribution requirements for the existing "In God We Trust" license plate, directing funds to support military service members and families, public safety employees, religious education in schools, and Florida children and families

All three plates allow the receiving organizations to use a maximum of 10 percent of proceeds for marketing, promotion, and administrative costs
