Expands the definition of "practice of the profession of pharmacy" to include health and wellness assessments, patient care related to medication therapy management, and collaboration with other licensed health care providers

Authorizes consultant pharmacists and doctors of pharmacy to perform medication management services, patient health assessments, counseling, referral services, and order/evaluate laboratory, diagnostic, or clinical testing

Permits consultant pharmacists and doctors of pharmacy to initiate, modify, discontinue, or administer drugs within a drug therapy management order or protocol in collaboration with health care providers

Removes previous restrictions that limited laboratory/clinical testing orders to nursing home patients or those requiring authorization from a medical director or licensed practitioner

Allows health maintenance organizations, insurance companies, and health benefit plans to provide separate payment or reimbursement for pharmacist patient care services apart from prescription medication costs
