Urges Congress to propose a constitutional amendment establishing that corporations are artificial entities subject to regulation, not persons with constitutional rights

Seeks to overturn the Supreme Court rulings in Citizens United v. Federal Election Commission (2010) and McCutcheon v. Federal Election Commission (2014) that extended free speech protections to corporate political spending

Establishes that money spent in political campaigns is not equivalent to speech and therefore contributions and expenditures may be regulated by federal, state, and local governments

Affirms that the amendment is not intended to curtail freedom of the press

Directs the Florida Legislature to send copies of this memorial to the President, Congress leadership, and all Florida congressional delegation members
