Exempts all information concerning preregistered voter registration applicants who are 16 or 17 years of age from public records requirements and limits use to voter registration purposes only.

Adds language clarifying that the public records exemption applies to information obtained for the purpose of voter registration held by state agencies.

Makes the minor preregistered voter exemption subject to the Open Government Sunset Review Act and automatically repeals on October 2, 2021 unless reenacted by the Legislature.

Applies retroactively to information held by agencies before, on, or after the effective date of the exemption.

Takes effect July 1, 2016.
