Revises building code inspector and plans examiner certification requirements, including reducing experience from 5 to 3 years for those holding fire safety licenses and establishing provisional certificate issuance as mandatory rather than discretionary.

Exempts apartment maintenance technicians with specific certifications from contractor licensing requirements when making minor repairs to electric water heaters and HVAC systems in properties with at least 100 units, subject to a $1,000 parts limit per repair.

Expands Florida Homeowners' Construction Recovery Fund to Division II contractors effective July 1, 2016, with maximum payments of $15,000 per Division II claim and $150,000 aggregate per licensee, while maintaining existing Division I limits of $50,000 and $500,000 respectively.

Requires fire service access elevators in buildings over 120 feet, modifies pool safety requirements to include swimming pool alarms as an acceptable safety feature, and exempts low-voltage landscape lighting with factory-installed cords from electrical contractor licensing.

Establishes the Calder Sloan Swimming Pool Electrical Safety Task Force and Construction Industry Workforce Task Force to study electrical safety standards and workforce training needs, with reports due by November 2016 and February 2017 respectively.
