Defines "culinary education program" as a program educating students in culinary arts provided by state universities, Florida College System institutions, career centers, charter technical career centers, accredited nonprofit colleges/universities, or licensed nonpublic postsecondary institutions that are inspected by a state agency for sanitation compliance.

Includes culinary education programs under the definition of "food service establishment" and "public food service establishment," making them subject to Department of Health sanitation rules and licensing requirements under chapters 381 and 509.

Authorizes culinary education programs licensed as public food service establishments to obtain special alcoholic beverage licenses to sell and serve alcoholic beverages on premises in designated areas.

Allows culinary education programs that provide catering services to sell and serve alcoholic beverages at catered events without the requirement that 51 percent of gross revenue derive from food and beverage sales.

Authorizes the Division of Alcoholic Beverages and Tobacco to adopt rules to administer beverage licenses for culinary education programs, including recordkeeping and enforcement requirements.
