Increases the minimum monetary threshold for grand theft of the third degree from $300 to $1,000, and for petit theft of the first degree from $100 to $600.

Authorizes law enforcement officers to issue a notice to appear instead of making an arrest for retail theft if the merchandise value is less than $1,000 and the offender has no previous criminal convictions.

Allows state attorneys to establish retail theft diversion programs that require participants to complete educational programs, pay restitution, pay a program fee (not to exceed $250), and waive their right to a speedy trial.

Permits prosecution of retail theft offenders who fail to complete all conditions of the diversion program.

Increases the retail theft felony threshold from $300 to $1,000 when the offender meets specified conditions such as coordinating activities with others or committing theft from multiple locations within 48 hours.
