Establishes the Florida Holocaust Memorial to recognize and commemorate millions of people, including six million Jews, murdered by the Nazis and their collaborators during World War II, and to honor Holocaust survivors.

Designates the Department of Management Services as the administrator of the memorial.

Requires the Department of Management Services to set aside an appropriate public area for the memorial on the Capitol Complex premises, excluding the State Capital Circle Office Complex.

Prohibits construction and placement of the memorial until the Department of Management Services considers recommendations from the Florida Historical Commission and coordinates with the Division of Historical Resources regarding the memorial's design and placement.

Takes effect July 1, 2016.
