Require the Department of Highway Safety and Motor Vehicles to issue identification cards with a capital "D" designation for persons with developmental disabilities upon request.

Require applicants to submit proof of developmental disability diagnosis from a licensed physician and pay an additional $1 fee to obtain the special designation.

Deposit the $1 additional fee into the Agency for Persons with Disabilities Operations and Maintenance Trust Fund.

Authorize replacement identification cards with the developmental disability designation to be issued without the standard replacement card fee.

Apply the amendments upon implementation of new driver license and identification card designs by the Department of Highway Safety and Motor Vehicles, effective October 1, 2016.
