Authorizes courts to award reasonable costs of enforcement, including attorney fees, against agencies that unlawfully refuse to permit inspection or copying of public records in civil actions under Chapter 119, Florida Statutes.

Allows courts, on motion by the party filing the civil action or the court's own discretion, to hold a public records custodian personally liable for reasonable enforcement costs and attorney fees.

Personal liability of the custodian applies only if the court finds both that the agency or custodian unlawfully refused access to the record and that they asserted any claim or defense during the lawsuit that they knew lacked factual support.

Effective date is July 1, 2016.
