Creates section 550.6346 of Florida Statutes to authorize and regulate advance deposit wagering through permitholders or operators contracting with permitholders under Division of Pari-mutuel Wagering approval.

Defines advance deposit wagering as pari-mutuel wagering where individuals deposit funds into an authorized account and place wagers in person, by telephone, or through electronic means.

Prohibits authorized wagering operators from accepting wagers exceeding deposited account funds and from allowing individuals under 21 years of age to open or access accounts.

Requires advance deposit wagering operators to include age restriction statements in all advertising and verify identification, residence, and age of account holders using division-approved methods.

Restricts Florida residents and individuals located in the state from placing wagers only through division-authorized advance deposit wagering systems; prohibits wagers through unauthorized systems.
