Requires the division to maintain injury records for racing greyhounds for 7 years, including details on the greyhound's identification, location, type of injury, and racetrack conditions; makes records available to the public upon request.

Establishes penalties of up to $1,500 for knowingly making false statements on injury records, with subsequent violations resulting in fines of at least $3,000.

Requires dog racing permit holders to maintain safe facilities and racetrack surfaces, install lure removal devices, and insulate exposed electrical wires; authorizes the division to adopt rules for racetrack safety standards.
