Requires supervisors of elections to include a voter's party affiliation in newspaper notices of potential ineligibility published when mailed notices are undeliverable.

Mandates that when notices are published in newspapers, the full notice must also be posted on the supervisor's website for a reasonable period of time.

Requires supervisors to certify to the Department of State the number of voters removed from the registration system categorized by party affiliation, along with reasons for removals, in semi-annual reports due July 31 and January 31.

Changes legislative language from "shall" to "must" throughout the voter list maintenance procedures and certification requirements.

Takes effect October 1, 2016.
