Increases the governing board of the Central Florida Regional Transportation Authority from 5 to 9 voting members, consisting of county commission chairs, municipal mayors, and three citizen members appointed by the Governor.

Changes the district Department of Transportation secretary from a voting member to a nonvoting advisor on the authority's governing board.

Requires the authority to develop a request for proposals within 60 days to contract for management of its transit system on a fixed-price basis with specified performance metrics and penalty provisions.

Directs the Florida Transportation Commission to review the draft request for proposals within 60 days for consistency with procurement law and competitive bidding requirements.

Requires the Office of Program Policy Analysis and Government Accountability to evaluate the authority's organizational management and operational effectiveness and submit findings to the Governor and Legislature by June 30, 2016.
