Requires non-fiscally constrained counties to adopt or amend ordinances establishing standards for certificates of public convenience and necessity for basic and advanced life support services by January 1, 2017, rather than making this optional.

Mandates that counties developing standards must consider state guidelines, recommendations from local or regional trauma agencies, municipalities, and independent special districts providing fire rescue services within their jurisdiction.

Requires ordinances to establish a quasi-judicial or other evidentiary process for approving or denying applications, and to allow applicants currently maintaining fire rescue infrastructure to appeal county decisions to circuit court.

Permits fiscally constrained counties to voluntarily adopt ordinances establishing standards for basic and advanced life support services using the same considerations as non-fiscally constrained counties.

Authorizes all counties to adopt ordinances establishing standards for air ambulance service certificates, considering the same state guidelines and local recommendations.
