Prohibits challenges to voter eligibility or ballot rejection based solely on missing distinguishing address information on registration applications.

Requires election supervisors to maintain lists of valid residential street addresses with distinguishing information and make reasonable efforts to obtain missing residence details from voter registration applications.

Changes Department of Highway Safety and Motor Vehicles address verification process from mandatory rejection to permissive rejection of applications that cannot be matched to valid street addresses; takes effect July 1, 2016.
