Defines EPIRB as an installed electronic device that transmits distress signals to satellite receivers, and PLB as a portable personal device with similar functionality for rescue location purposes

Requires beacon owners to prove registration with the National Oceanic and Atmospheric Administration (NOAA) under federal regulations to qualify for reduced fees

Limits PLB owners with multiple vessels to applying the reduced registration fee to only one vessel

Appropriates $500,000 in recurring General Revenue funds to the Fish and Wildlife Conservation Commission's Marine Resources Conservation Trust Fund to offset the registration fee reductions, effective July 1, 2016
