Increases minimum annual funding for Florida Seaport Transportation and Economic Development Program from $15 million to $25 million from the State Transportation Trust Fund.

Restructures airport zoning regulations by replacing variance procedures with permit requirements, establishing local government permitting processes, and requiring political subdivisions to adopt airport protection zoning regulations by July 1, 2017.

Creates Florida Department of Transportation Financing Corporation as a nonprofit entity authorized to issue debt obligations for transportation projects, with service contracts payable from the State Transportation Trust Fund subject to annual legislative appropriation.

Authorizes Department of Transportation to assume federal environmental review responsibilities under the National Environmental Policy Act for highway projects and to establish a small business program for highway contracts.

Increases period for prepaid toll account inactivity from 3 years to 10 years before presumption of abandonment, and permits transfer of Pinellas Bayway System to Florida Turnpike Enterprise.
