Adds "food contests" and "cook-offs" to the list of temporary events that churches and nonprofit organizations can host without requiring a food service license.

Creates a new exemption for eating places operated by individuals or entities at food contests, cook-offs, or temporary events lasting 1 to 3 days hosted by churches or nonprofit organizations.

Requires churches and nonprofit organizations claiming exemptions to provide documentation of their status upon request by the division.

Clarifies that food service vendors excluded under the public food service establishment definition are not required to obtain a food service license.
