Waives initial license fees for honorably discharged veterans, their spouses, or veteran-majority-owned businesses across multiple regulated professions (surveyors, private investigators, security officers, pawnbrokers, travel sellers, health studios, and others) within 60 months of discharge upon submission of DD Form 214 or equivalent military discharge documentation.

Requires the Department of Law Enforcement to retain fingerprints from private investigative, security, and repossession service license applicants in the statewide biometric system and FBI's national retained print arrest notification program beginning January 1, 2017, and mandates reporting of arrests to the Department of Agriculture and Consumer Services and employing agencies.

Modifies the Board of Professional Surveyors and Mappers composition from six registered surveyors and one photogrammetrist to seven registered surveyors, maintaining two layperson positions.

Creates approval process for student tour operators serving school districts with minimum standards including seller of travel registration, security requirements compliance, and current business taxes; requires Department of Education to publish approved operator list on its website.

Adjusts various regulatory requirements including concealed carry license fees ($60 initial/$50 renewal), weights and measures permit periods (changed to biennial), motor vehicle repair shop lien enforcement timelines (reduced from 15 to 7 business days), and clarifies vacation certificate disclosure and seller of travel regulations.
